Brussels Floats Canada as the EU's First 'Associate Member'

The European Commission president, Ursula von der Leyen, raised the prospect on Wednesday of Canada becoming the 27-nation bloc's first "associate member", as she pitched closer cooperation on technology, defence and energy to the Canadian prime minister, Mark Carney, according to The Local Italy. The idea, floated at a meeting between the two leaders, would create a category of membership that does not currently exist in the EU's treaties.

The three fields named — tech, defence and energy — map onto the areas where Brussels has been building industrial and security policy at pace, and where it has looked beyond the bloc for reliable partners. The Local's report describes the proposal as a prospect raised by von der Leyen rather than a negotiated text, and no timetable or legal instrument for associate membership is set out in the coverage.

For Rome the significance is twofold. Any new tier of EU association would have to be agreed by the member states, giving the Italian government a vote on whether the bloc's outer ring is redrawn; and an associate arrangement with a G7 economy would touch the same defence-industrial and energy-supply questions Italy already negotiates inside NATO and the EU. The foreign coverage does not yet record an Italian position on the idea.
