Brussels and London Prepare a Reset, and Rome Weighs the Terms

The Local Italy reports a 'crucial' EU-UK summit next month. For Rome the test is exports, defence ties and whether the EU negotiates as one.

Leaders of the European Union and the United Kingdom will meet for a summit in November, with closer cooperation on the table and, on The Local Italy's reading, "a lot of arguing to be done". The outlet, which reported the forthcoming meeting this week, calls it crucial without predicting an outcome, and points to the differences and disagreements that remain between the two sides. For Rome the meeting is a working date in a relationship both capitals describe as unfinished, and the Italian interest begins with goods.

The wire sets out the shape of the meeting rather than its agenda. The Local Italy reports only that a move towards closer cooperation will be discussed; it does not list the chapters on the table, and no draft text appears in the coverage available. What is not in doubt is the structure the summit sits inside: the trade and cooperation agreement that took effect in January 2021, the joint committees it created, and a review timetable that both sides have long treated as the moment to test whether the relationship can be made to work better.

Italy's exposure runs through exports. The United Kingdom is among Italy's largest markets outside the European Union, and the machinery, pharmaceuticals, food and fashion that travel north sit in the categories that customs formalities and rules-of-origin paperwork hit hardest. The complaint heard from Italian industry since 2021 — in general terms, and in international coverage of the post-Brexit trading relationship rather than in The Local Italy's report — is that small exporters absorb the friction disproportionately, because a large firm can carry a customs department and a small one cannot.
