Authorities across Western Europe have placed large swathes of their territories under heat alerts as a gruelling heatwave grips the continent. France has placed more than a third of the country under red heat alert, cancelled outdoor sports events and music festivals, and restricted alcohol consumption at public gatherings, according to the Guardian. Germany has issued nationwide warnings, and temperatures across the region are expected to climb to 40°C (104°F) or higher in the coming days.

For Liguria, the heatwave arrives at the peak of the summer tourism season. The Riviera and Cinque Terre—among Europe's most visited coastal destinations—draw hundreds of thousands of visitors in June and July. Record heat tests both the physical endurance of tourists navigating steep terraced villages and the capacity of local water, power and waste systems to handle concentrated seasonal demand. Genoa's port, already managing cruise ship traffic and container throughput, faces additional strain from visitor numbers and emergency response pressures.
