Veneto's drought emergency signals water stress across northern Italy

Italy's northeastern Veneto region declared a state of emergency on Thursday due to drought, with rainfall from January to May running more than a quarter below the same period in 2025, according to The Local Italy. The declaration follows warnings from the Po River Authority (ADBPO) that several waterways in northern Italy are in a "critical state," with weather forecasts offering little relief in the coming days.

The drought is not confined to Veneto. The Po River Authority's assessment that multiple northern waterways face critical conditions suggests a region-wide water stress. Lombardy, which shares the Po watershed and depends on it for cooling and process water across its pharmaceutical, chemical, and advanced manufacturing sectors, is directly exposed to the same precipitation deficit.

Veneto's formal emergency declaration is significant because it triggers legal provisions for water rationing and reallocation. In a region where rice cultivation, dairy, and industrial cooling are water-intensive, a 25% rainfall shortfall compounds across the supply chain. The Local Italy reported that the region declared "abnormal conditions," a threshold that unlocks emergency protocols.

For Lombardy, the risk is both immediate and structural. The Po Valley's agricultural output feeds into food processing; its water supplies cool pharmaceutical plants and chemical facilities. A sustained drought that extends into August—when industrial demand peaks—could force production cuts or emergency sourcing. Milan's pharmaceutical and advanced manufacturing sectors, which depend on reliable water supply for cooling and process use, face potential constraints if the drought persists.

The timing is acute. Italy's summer tourism season is underway, and water stress in the north compounds the pressure on the entire country's infrastructure. The ADBPO's warning that weather forecasts "bode ill for the coming days" suggests no near-term relief. If Veneto's emergency measures include water rationing for non-essential uses, neighbouring Lombardy may face similar pressures within weeks, forcing industrial users to plan for contingency.
